About Guyana

The Co-Operative Republic of Guyana is located on the north coast of the South American continent and has the distinction of being the only South American country where English is the foreign language. Although Guyana is part of the Anglophone Caribbean, it is one of the few Caribbean countries that is not an island.

Guyana is a member of Commonwealth of Nations, the Caribbean Community (CARICOM) and the Union of South American Nations.

Local Government Structure

Local government is enshrined in Chapter VII of the constitution and the main governing legislation includes the Municipal and District Councils Act, 1988 and the Local Government Act 1998. The Ministry of Communities has responsibility for overseeing local government, which comprises ten regional development councils (RDCs), six municipalities and 65 neighbourhood democratic councils (NDCs). There are also 75 Amerindian village councils (AVCs).

There is currently no constitutional reform.

Local Economic Development in Guyana

Guyana introduced local economic development to its local government structure in August  2012 as a pilot project under the CARILED project.

This took place with the signing of a Memorandum of Understanding with the Federation of Canadian Municipalities of Canada on 16th August, 2012.

Since the launch of the LED pilot, Guyana has:

- Developed and launched a National Advisory Committee on Local Economic Development with representatives from:

  1. Ministry of Communities
  2. Ministry of Finance
  3. Ministry of Agriculture
  4. Guyana Association of Municipalities (GAM)
  5. IPED
  6. Go-INVEST
  7. Guyana Small Business Council
  8. University of Guyana – Department of Economics
  9. Guyana Youth Business Trust
  10. Georgetown Chamber of Commerce.

 

- Partnered with local stakeholders and CARILED to develop and launch Local Economic Development Planning and Advisory Committees (LED-PACs) in two communities.

PROJECT NAME
Tapakuma Women Agriculture Diversification Project

DESCRIPTION
This project will focus on improving farm productivity, output and incomes of women farmers in the St. Deny’s Tapakuma areas through increased mechanization, adopting of new farm technologies and efficient farm management.The TWADP is supported by the Tapakuma Village Council, Rising Sun Product Business Enterprise, Regional Democratic Council Region 2, the Ministry of Local Government and Regional Development and CARILED.

PROJECT NAME
Canal Polders Green Initiative

DESCRIPTION
The Canal Polders Green Initiative in Region 3, Guyana seeks to demonstrate the application and use of greenhouse technology (controlled agriculture) to grow vegetables, herbs and seasonings. The cost effective and efficient techniques should reduce the high cost of production and improve the quality of yield for local farmers.
This project is being supported by the Regional Democratic Council, Region 3, the Ministry of Local Government and Regional Development, the Inter-American Institute for Cooperation on Agriculture, the Guyana School of Agriculture and CARILED.

PROJECT NAME
Friendship Swine Development Project (FSDP)

DESCRIPTION
The FSDP will demonstrate the use of integrated farming techniques to increase production levels and the quality of pork for domestic and export markets.
The FSDP is being supported by the Pig Farmers, Canaan, the Guyana Swine Production Cooperative Society, Institute of Private Enterprise Development, the Regional Democratic Council, Region 4 Development Council, the Inter-American Institute for Cooperation on Agriculture and CARILED.

PROJECT NAME
Mara Agricultural Enhancement Project (MAEP)

DESCRIPTION
MAEP, with the support of CARILED, will provide a multipurpose mini excavator for installation and maintenance of all drains and irrigation canals, land clearing and preparation. Training will also be provided in the areas of machine operation and maintenance, good agricultural practices, small farm management, low cost production techniques and post-harvest handling capacity building.

This project is being supported by the Regional Democratic Council, Region 6, the Ministry of Local Government and Regional Development, the MARA Farmer’s Association, Inter-American Institute for Cooperation on Agriculture and CARILED.

PROJECT NAME
Unity Lancaster Pasture Revitalization Project (ULPRP)

DESCRIPTION
The ULPRP will provide livestock farmers with secure pasture that will be used the rearing of small ruminants, mainly sheep and goats.
The project is being supported by the Region 4 Democratic Council, the Region 4 Led-PAC, the Unity Lancaster Farmers Association and CARILED.

Acquisition For Empowerment (SAFE)

DESCRIPTION
This project will increase economic activity within the community of No. 58 Village, Corentyne, Berbice, through the establishment of a joinery shop as well as training within the areas of joinery, carpentry, craftsmanship and finishing of wood products.
SAFE is being supported by the Region 6 Democratic Council, the Region 6 Led-PAC, the No. 58 Swing Star Community Developers and CARILED.

PROJECT NAME
Mainstay Organic Revitalization for Exports (MORE)

DESCRIPTION
This project will assist participating farmers to become certified organic pineapple farmers. The project will provide training in organic best practices to help the farmers to be able to export pineapples by international standards.
MORE is being supported by the Region 2 Democratic Council, the Region 2 Led-PAC, the Mainstay Organic Farmers Association and CARILED.
