About Jamaica

Jamaica is the fifth largest island country in the Caribbean and with 2.8 million people, it is the third largest English speaking country in the Americas, after the United States and Canada. It is also a Commonwealth realm, with British ruler Queen Elizabeth II as the Monarch and Head of State. Her appointed representative holds the post of Governor- General, with the Prime Minister leading the Head of Government.

Local Government Structure

The Ministry of Local Government and Community Development provides oversight for the 14 local authorities- 12 parish councils, one municipal corporation – Kingston and St Andrew Corporation and a second-tier municipal council – Portmore Municipal Council which falls within the parish of St Catherine.

Local Authorities are those entities at the local level through which the Department of Local Government carries out its functions within communities.

The Local Authority has two arms, the political and the administrative. The political arm is made up of Councillors, headed by the Mayor who chairs the Council and is responsible for determining policies. The administrative arm headed by a manager who advises and implements the policies of, the council.

Local Economic Development in Jamaica

Jamaica continues to debate on a Local Government Reform programme.

Among the areas of concentration, a local economic development programme stands as a pillar to achieve meaningful economic growth and job creation in the community.

This has given rise to the signing of a Memorandum of Understanding with the Federation of Canadian Municipalities of Canada on 15th April, 2013.

Since the Memorandum was signed, Jamaica has:

– Partnered with local stakeholders and CARILED to develop and launch Local Economic

– Development Planning and Advisory Committees (LED-PACs) in several communities.

– Supported the inclusion of LED in Local Sustainable Development Plans for 6 communities:

Dawkins/Mocho Greenhouse Expansion Project

DESCRIPTION
This project aims at stimulating economic growth and development throughout the Mocho/Dawkins community.  The project will support the development of greenhouses aimed at creating full and part time jobs.
This project will be coordinated by the Security and Upliftment Association of Dawkins & Surrounding Districts (SUADSD), in partnership with the Clarendon Parish Development Committee Benevolent Society, the Social Development Commission, Belle Tropical Ltd., Ashman Food Products Limited, Rural Agricultural Development Authority (RADA) and CARILED.

DESCRIPTION
The White Shop Agro-Bizz & Agro-Processing (Phase 1) will assist young farmers seeking to expand or start agricultural businesses.  The project will include training, infrastructure and green technology, and is being supported by the Clarendon Parish Council.Other partners include Food for the Poor, the Rural Agricultural Development Agency (RADA), the Central Jamaica Social Development Initiative (CJSDI) and CARILED.

DESCRIPTION
The Milk River Seafood and Jerk Festival will be an annual event aimed at increasing the popularity of Milk River, Clarendon by showcasing local dishes along with cultural activities. Support for the Festival includes training for local MSMEs as well as development and management of sustainable tourist attractions within Milk River and environs.The Milk River Seafood and Jerk Festival is supported by the Clarendon Parish Council, The Milk River Tourism Organisation, The Milk River Citizen Association, The Milk River Mineral Bath & Spa, The Clarendon LED-PAC and CARILED.

Riverton Recycling Project

DESCRIPTION

Cecil Charlton Park Redevelopment

DESCRIPTION
This project aims at supporting an infrastructural development project that will facilitate MSME growth for 10 kiosks, 20 – 30 direct jobs, and potential for additional jobs.
The redevelopment will be supported by the Manchester Parish Council, Tourism Enhancement Fund, Canadian Urban Institute, Manchester Chamber of Commerce, Jamaica Cultural Development Commission, Jamaica Public Service Company, First Caribbean Bank and CARILED.

PROJECT NAME
PSDO: Mobility Aid Center

DESCRIPTION
The Portmore Self-Help Disability Organization (PSDO) will lead the implementation of the PSDO: Mobility Aid Center Project in the Municipality of Portmore, Jamaica.  The project will train disabled persons in the repair and manufacturing of mobility aid products (wheelchairs, canes, and other walking supports). The program aims enhancing quality of life through job creation and improved access to support services for males and females with disabilities in Jamaica.This project is supported by the Portmore Municipal Council, HEART College of Construction Services, the Ministry of Transport, Works and Housing of Jamaica, Gregory Park Community Volunteers, other community members and CARILED.

Spanish Town Heritage Tourism Project

DESCRIPTION
This 8 month project aims at support for 18 MSMEs directly and 37 MSMEs indirectly in the St. Catherine Parish Corporation. The project will focus on tourism development through the strengthening of MSMEs.Capacity building and infrastructural rehabilitation will be supported by several stakeholders from the Government of Jamaica (Parish Council and government Ministries), Private Sector, Community Based organizations and international funding agencies, including CARILED.

Glengoffe Bamboo Charcoal Project

DESCRIPTION
The Glengoffe Bamboo Charcoal Project is an initiative to support job creation within Glengoffe, St. Catherine by boosting the sustainable production of bamboo charcoal.  The project will capitalise on the unique environmental conditions in Glengoffe that are idyllic for the growth of bamboo and provide production and business management training to locals.The Glengoffe Bamboo Charcoal Project is being supported by the St. Catherine Parish Development Committee, the Glengoffe Community Development Committee (Benevolent Society) and CARILED.

Top Mountain Juice Project

DESCRIPTION
The Top Mountain Juice Project, operated in Top Mountain, St. Catherine, will take advantage of the area’s sound reputation for fruit production and aims at stimulating economic growth and development through the Top Mountain community, and by extension the Kitson Town Development area. DESCRIPTION

DESCRIPTION
This project will offer training and capacity development to young farmers in Westmoreland.  The project will assist in directly employing 25 persons, and indirectly employing over 200 farmers within the Parish.  The Water Wheel project will be supported by the Jamaica Social Investment Fund, Rural Agricultural Development Authority, Jamaica Agricultural Society, Jamaica Business Development Corporation, Cooperatives and Friendly Societies of Jamaica, Golab & Sons, Grace Kennedy-Honslow and CARILED.

PROJECT NAME
Peckham Bamboo

DESCRIPTION
This project will capitalize on the natural bamboo resource found in Peckham, Clarendon, by stimulating locals to become involved in the burgeoning bamboo industry in Jamaica. The project will provide equipment for the pre-processing of bamboo which in turn will be used for the production of bamboo products. Locals will also be trained in pre-processing methods such as cutting and treating. A replanting initiative will also help to conserve the natural resource for future use. This project is being supported by the SDC, the Organization of American States, the National Housing Trust, the Chinese Embassy in Jamaica, the Bureau of Standards, the Peckham Citizens Association, the Clarendon Parish Council and CARILED.

PROJECT NAME
Clarendon Parish Council’s Youth in Business Project

DESCRIPTION
The Clarendon Parish Council’s Youth in Business Project was approved on June 1, 2016, for a contribution of USD$4,850 from CARILED. This project seeks to train, mentor and guide a group of 15 young people across the parish of Clarendon to develop and expand their business operations. The 15 selected business owners will be trained in bookkeeping, marketing, product and service standards and other areas of business development.
CARILED will support the provision of basic equipment for 6 of the 15 participants. This project is being supported by the Clarendon Parish Council, the Jamaica National Building Society, HEART Trust, the Jamaica Business Development Corporation and CARILED.

PROJECT NAME
Automation of Revenue & Commercial Services for Local Authorities

DESCRIPTION
The purpose of this project is to automate two revenue permit/licence workflows in the local authorities using the AMANDA software during the 2016/2017 fiscal year, thereby improving the ease by which MSMEs transact business with the local authorities. The project will contribute toward the cost of the local authorities’ acquiring the AMANDA software and associated licences, and will also host user development and training sessions for officers within the local authorities.

The project is being supported by the Parish and Municipal Councils of Kingston and St. Andrew, Portmore, St. Catherine, Clarendon, Manchester and Westmoreland, as well as the Revenue Enhancement Unit of the Ministry of Local Government and Community Development and CARILED.
