About Saint Lucia

Saint Lucia is a sovereign island-nation located north/northwest of St. Vincent, northwest of Barbados and south of Martinique. It is a member of the Commonwealth Nations with British Queen Elizabeth II as Head of State, represented by the Governor  General, Dame Pearlette Louisy. The Head of  Government is the Prime Minister.

Saint Lucia is a full and participating member of the Caribbean Community (CARICOM), Organisation of the Eastern Caribbean States (OECS) and La Francophonie.

Local Government Structure

The constitution makes reference to local government but contains no specific provisions or protection. The main legislative text governing local government is the Constituency Councils Act of 2012. Local elections were suspended in 1979, and since then has been under authority of central of government; therefore, many of the services provided are carried out in tandem with other governmental agencies. Presently, there 17  Constituency Councils.

CARILED has signed a Memorandum of Understanding with St. Lucia to create a team who will advise and implement local economic development projects.

Local Economic Development in Saint Lucia

St. Lucia introduced local economic development to its local government structure in November 2012 as a pilot project under the CARILED project.

This took place with the signing of a Memorandum of Understanding with the Federation of Canadian Municipalities of Canada on 21st November, 2012.

PROJECT NAME
Gros Islet Tourism Plan

DESCRIPTION
CARILED is supporting the expansion of business and employment opportunities for the residents of Gros Islet Town, Saint Lucia. The project includes an assessment of needs and training of SME owners and operators in the village, assistance with the development of a tourism promotion action plan and funding of priority initiatives within the tourism plan. The tourism plan includes tours of a local steelpan yard, among other SME initiatives. The project is a joint venture of the Gros Islet Constituency Council and three business groups in the town of Gros Islet: the night vendors association, the food and beverage group and a small property owners (guest houses) group.

PROJECT NAME
Rain Forest Food Project

DESCRIPTION
CARILED supported a women’s agro-industry enterprise to strengthen business management, product development, production and marketing in Soufriere, Saint Lucia. The project was a joint venture of the Rainforest Food Producers group and the Bel Vue Farmers’ Cooperative supported by the Soufriere Constituency Council and Soufriere Foundation.

An agro-processing manual was produced and shared with the group at the close of the project.

PROJECT NAME
Soufriere Agro-Processing Centre

DESCRIPTION
This project will refurbish a former school to establish an agro-processing centre for the community of Fond St. Jasques. The building will also be furnished with the necessary tools and equipment for operation. In an effort to strengthen the capacity of the community to sustainably manage this new facility capacity building workshops on operations management will be delivered. The beneficiaries (RainForest Foods Group, BelleVue Farmers’ Cooperative & Fruitage Jeunesse) of this project will also benefit from  product branding and sales initiatives.
This project is being supported by the Fond St. Jacques Development Committee, the Soufriere Constituency Council, the Fond St. Jacques Catholic Church, the Ministry of Agriculture, Food Production, Fisheries and Rural Development, the Saint Lucia Social development Fund, the Soufriere Region Development Foundation, the German Development Agency, FSJ Credit Cooperative and CARILED.

PROJECT NAME
Fruitage Jeunesse Smoothie Project

DESCRIPTION
This project will assist the Fruitage Jeunesse group of youth to develop an agro-processing business centred around the production of smoothies using locally grown fruits. The project will provide the necessary smoothie making equipment and assistance to develop and test a range of smoothies. The Fruitage Jeunesse group will also have access to the Soufriere Agro-Processing facility being developed as another CARILED supported initiative.

This project is supported by the Soufriere Constituency Council, the Ministry of Agriculture, Food Production, Fisheries and Rural Development, the Soufriere Region Development Foundation, BelleVue Farmers’ Cooperative, FSJ Credit Cooperative, the German Development Agency and CARILED.

PROJECT NAME
Implementation of Action Items emanating from the Gros Islet LED Strategic Plan

DESCRIPTION
This project will assist the Gros Islet Constituency Council and the Gros Islet Development Partnership to implement the LED Strategy, and other related plans, with special emphasis on providing key infrastructure within the town centre and establishing viable MSEs on the beachfront. Focus will be placed on the intricate development of the ‘Gros Islet Town Tour’ inclusive of branding and signage, as well as the installation of kiosks for MSEs. Training and capacity building will also be given to the Gros Islet Waterfront Group, Business Directory and tour guides.

This project is supported by the Gros Islet Conctituency Council, the Gros Islet Development Partnership, the Government of Saint Lucia through the Ministry of Tourism’s Heritage Development Program, Saint Lucia Hotel and Tourism Association, Saint Lucia National trust, Gros Islet Vendors Association, Saint Lucia Tourist Board and CARILED.
